WHAT IS TENDER?

Tender is a written offer submitted by the contractors in pursuance of the notification is given, to execute certain work or supply of some specified articles or transport of materials at certain rates with terms and conditions laid down in the tender documents.

 


If the contractor wins a tender, their offer is accepted. The tender duly filled in is placed in the tender box with looking arrangements kept in the room of the office. The specified hours and dates notified through the tender notice.

 

WHAT IS TENDER NOTICE?

 

The tender form is a printed standard form of contract giving the standard condition of the contract, general rules, and directions for the guidance of contractors. There is also a letter for  giving.


  •          Basic description of work

  •          Total estimated cost

  •          Earnest money

  •        Security deposit

  •      The time allowed for the work

     Columns for the signature of the contractor before submission of tender, the signature of the officer by who accepted.


A certain price of the tender form is given on the form. This form and other documents are to be purchased on cash payment from the office inviting tender.


WHAT INFORMATION IS NEEDED TO BE GIVEN IN A TENDER DOCUMENT?


Information to be given in a tender document --

 

  •        The notice inviting tender in specified forms like P.W.D 6.

  •   Layout plan, location of work.

  •        Division in which location is situated.

  •         Schedule of quantities of work.

  •        Nearest road/railway link.

  •         Set of drawing including working drawing.

  •        Availability of materials in the vicinity.

  •        Detailed specifications or reference to standard specifications for each item of work.

  •       Complete architectural and structural drawings.

  •        Schedule of stores to be issued by the project indicating the rates and their place of supply.

  •       Schedule of tool and plant and other facilities to be made available by the owner, indicating the conditions, hire charges, and place of delivery.

  •        Rate of supply of power and the point of supply.

  •       Location of the water supply point.

  •      Time for completion and the progress to be made at intervals of time.

  •      Conditions regarding the employment of technical personnel.

  •      Weather conditions in the area.


    EXPLAIN THE DIFFERENTS TYPES OF TENDERS

      
    Classification of tenders:- 

    Open Tender   An oral talk or written document between and the Contractor for certain small jobs to be performed. Sometimes it is advertised.

    Sealed Tender  Invited for important or huge projects; wide publicity is the giver; always written documents are made.

    Limited Tender  Only a selected no. Contractors are invited to quote their rates.

     Single Tender  Invitation is given to only one firm to render a service by quoting their rates. If the quoted rates are high, it will be negotiated prior to the agreement of the contract.

    Rate Contract    Usually adopted for the supply of materials, machine, tool & plant, etc. It specifies the supply at a fixed rate during the period of contract.
    The quantities are not mentioned in the type of contract and the contractor is bound to accept any order which would be placed before him.



    WHAT IS THE PROCEDURE OF OPENING A TENDER?



         The sealed tenders received are to be opened in the presence of the contractors or their representatives tendering for the work at the time and place already notified. The Divisional Accountant should also be requested to be present on such an occasion wherever possible. The officer opening the tenders has to read out the rates offered in case of item rate and percentage rate tenders and amount in the case of Lump Sum tenders for information of all those present.

         To avoid tampering in rates etc. in the original tenders, before a comparative the statement is made out and put up to him by the office, he has to attest to the corrections, overwriting, etc. in red tenders. Tenders containing unauthorized corrections and mutilations are liable to rejection.

    The tenders which are not received in proper form duly filled in or signed or are not supported by the requisite Earnest Money are to be summarily rejected and a record of such cases to be kept in the Register of tenders received.

     

    WHAT IS INFORMAL TENDER?

    A tender is said to be informal—


    a)  When it is not submitted in the form sold by the Department or by the due date and time notified trough P.W.D from – 6

    b)  When it is not supported by the requisite earnest Money specified on the tender in the manner prescribed for the purpose in P.W.D. Form – 6

    In the central P.W.D, the recognized form of Earnest money deposit is by cash, Treasury Chillan or Deposit at Call Receipt of a schedule Bank duly guaranteed by the Reserve Bank of India. Cherubs drawn on Bank tendered as Earnest Money is not acceptable.

    c)  When the tender is not properly filled in or signed by the contractor or his authorized representative holding power of attorney and witnessed by a third party.

    d)  When the tender is qualified or is made conditional by way of adding indefinite and uncertain liabilities of unusual character to it or by infringement of the standard rules and orders pf the Govt. And local bodies.

    The tender containing any of the above is liable to summary rejection.
